I. Purpose

The general purpose for which CPESC is organized is to unite interested parties into a group for the discovery, collection, preservation and dissemination of knowledge and professional development toward the attainment of effective and economical methods of minimizing erosion and sediment transport when disturbance of soil occurs. The purpose of the CPESC and CPSWQ Approved Instructor designation is to identify instructors that have met a formal review process of CPESC, Inc. Approved Instructors may provide training and instruction of CPESC Program courses designated by CPESC, Inc.

II. Background

The public demands evidence of professional competence from persons whose activities affect the physical and economical well being of people throughout the world. This need has been recognized in such professions as medicine, law and engineering. Laws governing the protection of land and water resources have been passed in many countries. These laws create a need for the services of professionals trained in proper erosion and sediment control methods. Such professionals increasingly must be able to show evidence of their qualifications. A certification program, such as CPESC, Inc., identifying professionals who are technically qualified in the erosion and sediment control field is in the public interest. With the support of the Soil and Water Conservation Society (SWCS) and the International Erosion Control Association (IECA), professionals in this field have developed standards and procedures for certifying persons qualified to recomend and/or implement techniques to control erosion and sediment.

The CPESC Approved Instructor designation, like the CPESC Program, is based on scholarly preparation, knowledge and experience. Approved Instructors are listed on a registry and meet the standards defined for work experience, educational background, practical instructor/trainer experience, presentation quality/capability and must subscribe to the CPESC code of ethics.

III. Policy

It is the policy of the CPESC, Inc. to review the credentials of individuals who are seeking to become a CPESC or CPSWQ Approved Instructor. CPESC and CPSWQ Approved Instructors are approved to present courses developed by CPESC, Inc. Candidates requesting approval to teach these courses must meet the following requirements.

  1. Attend a complete session of the course to become familiar with the overall content of the course and the current presentation procedures.
  2. Submit an application and be approved to assist an Approved Instructor.
  3. Assist an Approved Instructor with teaching the course modules and over the period of two or more courses, teach all the modules.
  4. Be recommended by the lead instructor(s) they assisted in teaching the CPESC/CPSWQ Course.
  5. Be approved by the CPESC, Inc. Executive Committee after being recommended for approval by the CPESC, Inc. Peer Review Committee
  6. Keep PDUs and renewal fees up-to-date.

IV. Procedure

Time Frame: Candidate instructors will provide the information required (see attached Vita) to the CPESC, Inc. Administrative Office at least 60 days before expecting approval.

Reviewers: Reviewers will be the members of the Peer Review Committee or other individuals, with appropriate expertise in the specific topic, designated by the Peer Review Committee. A formal recommendation for an applicant to become an Approved Instructor will be made to the Executive Committee based upon an evaluation of an applicant’s Vita and a majority vote of the reviewers.

Approval by the Executive Committee: The Executive Committee will approve qualified individuals recommended by the Peer Review Committee as a CPESC or CPSWQ Approved Instructor either at regular meetings of the Executive Committee or by email, teleconference or fax. A majority vote will be required for approval.

Instructor Agreement: Individuals approved as an instructor will sign an agreement with CPESC, Inc. stating the terms of the agreement, including the following requirements: (1) all students must purchase a CPESC or CPSWQ Review Session and Exam Workbook; (2) the CPESC/CPSWQ Training Program Seminar Evaluation will be requested of each class at the end of each session and used to improve following courses; (3) the evaluations will be made available to CPESC, Inc. for review by the Peer Review Committee during the renewal period.

Renewal of Approved Instructor: Renewal of the Approved Instructor designation will be granted upon a successful evaluation of Seminar Evaluations by the Peer Review Committee and on a majority vote to renew. Approved Instructors shall submit Seminar Evaluations every two years to the CPESC, Inc. Administrative Office for review by the Peer Review Committee.
